Starting October 1, 2026, Meta will charge for service messages delivered through the WhatsApp Business Platform. The change will affect business replies sent within the 24-hour customer service window, including those generated by human advisers or external artificial intelligence agents.
Charges will apply to each delivered message
The billable unit will not be the inquiry, the customer, or the complete conversation. Each delivered message may incur a charge, meaning that a customer interaction divided into several replies could cost more than a consolidated response.
Meta will also charge for utility templates sent within an open customer service window. These communications, used for confirmations or transactional updates, will lose the exemption that previously applied within that window.
Personal WhatsApp use will not change
The measure applies exclusively to the WhatsApp Business Platform, the API infrastructure used by companies, integrators, and customer service centers. It does not introduce charges for personal WhatsApp conversations or for people who contact a business.
It also does not introduce a new fee for businesses that only use the free WhatsApp Business mobile application. The charge will apply to business messages delivered through the API.
Regional rates are still estimates
It has not been possible to confirm the complete official rate table. However, if Meta uses its current utility-message rates as a reference, 1,000 messages could cost approximately USD 0.80 in Colombia, USD 6.80 in Brazil, and USD 8.50 in Mexico.
Under the same assumption, the estimated cost would be USD 11.30 for the rest of Latin America, USD 20 in Chile, and USD 26 in Argentina. These figures are estimates, not final rates confirmed by Meta.
Peru presents conflicting figures
According to the available estimates for Peru, the cost could reach USD 30 per 1,000 messages. However, other sources speculate that it could be closer to USD 20, so neither figure should be presented as a confirmed rate.
The cost will depend on the agent’s design
An agent that delivers five separate messages could generate five billable units. For this reason, companies will need to review repetitive greetings, unnecessary confirmations, retries, and the artificial fragmentation of replies without sacrificing clarity.
The final bill could also include fees from the WhatsApp provider, the artificial intelligence model, hosting services, and integrations. Meta maintains a free 72-hour window for certain contacts initiated through compatible advertisements or buttons.
A forecast, not a definitive rate
Meta confirmed the change and its effective date, but it was not possible to validate the entire regional rate table through a primary file. Taskin Soft therefore identifies these figures as forecasts and estimates of the potential costs arising from this significant change to Meta’s platform.
Differences between countries should not be attributed to subsidies, taxes, or adoption strategies without supporting evidence. The verifiable conclusion is limited: starting in October, replying through the business API will have a variable cost depending on the market and the number of messages delivered.
